Every farm decides and chooses the tillage method they want. I think the most efficient would be by mixing two types of tillage, conventional and reduced tillage, because in this way you can control weeds very easy if you need. Also if there is no weeds and after crop removal the land is clear you can just mix the surface by using less fuel and less work
Combining two types of tillage is the most efficient, due to fighting with weed control, improves soil structure.
Combining two types of tillage because not everything can be achieved without plough like leveling and sowing old soviet times grass field.

There isn't only one most efficient tillage method, because it depends on the purpose you want to achieve while growing different types of crops, working in different types of fields and the chosen method of tilling depends on the problem you want to solve.
